Il Consiglio ha adottato oggi una decisione che proroga di un anno, fino all’8 dicembre 2022, le sanzioni contro le persone e le entità responsabili di gravi violazioni e abusi dei diritti umani in vari paesi del mondo. Pertanto le sanzioni continueranno ad applicarsi a tutte le persone e entità elencate finora con il eccezione di una persona deceduta, portando l’elenco a un totale di quattordici persone fisiche e quattro enti.
La decisione odierna conferma l’impegno dell’UE a denunciare le violazioni e gli abusi dei diritti umani ovunque si verifichino, avvalendosi di tutti gli strumenti, ribadendo nel contempo che i diritti umani sono universali, indivisibili, interdipendenti e interconnessi.
Il regime mondiale di sanzioni per i diritti umani dell’UE, istituito il 7 dicembre 2020, consente all’UE di prendere di mira individui, entità e organismi, compresi attori statali e non statali, responsabili, coinvolti o associati a gravi violazioni e abusi dei diritti umani in tutto il mondo. Prevede il divieto di viaggio per le persone fisiche e il congelamento dei fondi sia per le persone fisiche che per le entità. Inoltre, alle persone e alle entità nell’UE è vietato mettere a disposizione fondi a quelli elencati, direttamente o indirettamente.

EU Global Human Rights Sanctions Regime – annual review of annex
The Council today adopted a decision prolonging the sanctions against individuals and entities responsible for serious human rights violations and abuses in various countries worldwide for one year, until 8 December 2022. Therefore sanctions will continue to apply to all individuals and entities listed so far with the exception of one deceased person, bringing the list to a total of fourteen individuals and four entities.
Today’s decision confirms the EU’s commitment to denounce human rights violations and abuses wherever they occur, making use of all instruments, while reasserting that human rights are universal, indivisible, interdependent and interrelated.
The EU Global Human Rights Sanctions Regime, established on 7 December 2020, enables the EU to target individuals, entities and bodies – including state and non-state actors – responsible for, involved in or associated with serious human rights violations and abuses worldwide. It provides for a travel ban for individuals and the freezing of funds applying to both individuals and entities. In addition, persons and entities in the EU are being forbidden from making funds available to those listed, either directly or indirectly.
